HDB MOP Explained: 5 Years for Standard Flats, 10 for Plus and Prime
How long the HDB minimum occupation period is, when it starts, and what you can and cannot do before it ends.
The HDB minimum occupation period (MOP) is 5 years for a Standard flat and 10 for Plus and Prime flats, per HDB. It runs from the day the purchase completes. Until it ends, you must live in the flat and cannot sell it, rent out the whole flat or buy a private home.
How long is the MOP for each type of flat?
| Flat | MOP | Rule history |
|---|---|---|
| Standard flat (BTO from October 2024) | 5 years | hdb.mop.standard |
| Flat sold before October 2024 with no class | 5 years | hdb.mop.standard |
| Plus flat | 10 years | hdb.mop.plus-prime |
| Prime flat, including earlier PLH flats | 10 years | hdb.mop.plus-prime |

HDB began to sort new flats into Standard, Plus and Prime with the October 2024 BTO launch. Plus and Prime flats sit in more central or better-served spots, so the longer MOP comes with the better address. A resale Plus or Prime flat bought on the open market also carries the 10-year MOP.
| Home type | MOP | After the MOP |
|---|---|---|
| HDB Standard flat, and flats sold before October 2024 with no class | 5 years | Sell on the open market, rent out the whole flat, buy a private home |
| HDB Plus flat | 10 years | Sell on the open market; the whole flat stays off the rental market |
| HDB Prime flat | 10 years | Sell on the open market; the whole flat stays off the rental market |
| Executive condo, land tender closed before 8 May 2026 | 5 years | Sell to citizens and PRs; open to all buyers after year 10 |
| Executive condo, land tender closed from 8 May 2026 | 10 years | Sell to citizens and PRs; open to all buyers after year 15 |

The table shows the trade in one line. A longer MOP keeps a Plus or Prime flat off the open market for longer, and the whole flat stays off the rental market for good.
When does the MOP start and end?
The MOP starts on the legal completion date of the purchase, according to HDB’s conditions after buying a new flat. For a BTO flat that is the day you collect the keys. For a resale flat it is the day the resale completes.
Worked example: a Standard BTO flat. A couple collects the keys on 15 March 2031. Their 5-year MOP ends on 15 March 2036. From that day they may list the flat for sale or rent out the whole flat.
Worked example: a Plus flat. The same key date on a Plus flat gives an MOP that ends on 15 March 2041. That is a decade of Sunday breakfasts in the same kitchen, so pick the unit with care.
You can see your own MOP date when you log in to My HDBPage with Singpass. The wait for a BTO to be built comes before the MOP and counts for nothing towards it.
What can you not do during the MOP?
Every person listed in the flat must live in it for the whole MOP, says HDB. Until it ends, the owners cannot:
- sell the flat on the open market;
- rent out the whole flat;
- buy a private residential property, in Singapore or overseas.
The private property rule also covers the owner’s spouse and the authorised occupiers. That includes a spouse who married in after the purchase, according to the Council for Estate Agencies. Buying a private home to hold on trust for someone else is caught too.
You may rent out spare bedrooms during the MOP if you live in the flat, subject to HDB’s conditions for renting out bedrooms. The flat stays your home first and a rental second.
What happens when the MOP is over?
You can sell. A Standard flat goes on the open market at 5 years, a Plus or Prime flat at 10. Plus and Prime flats bought from HDB also repay a share of the resale price to HDB as a subsidy recovery, set per project.
You can rent out the whole flat. This applies to Standard flats. Plus and Prime flats keep the whole-flat ban for good.
You can buy a private home and keep the flat. A citizen who does so pays Additional Buyer’s Stamp Duty (ABSD) on it as a second property. Our stamp duty guide has the rates.
If you want to see what flats near you have sold for, the HDB town pages list the latest resale prices for every town. To test what a next home would cost each month, run it through the mortgage calculator.
Can the MOP be waived?
HDB considers appeals case by case. The Ministry of National Development has set out the criteria in Parliament. Treat a waiver as an exception and plan on the full MOP.
Does the MOP apply to executive condos?
Yes, with its own dates. An EC on land tendered before 8 May 2026 has a 5-year MOP; one on land tendered from that date has 10 years. Our EC eligibility and MOP guide covers the rules and who can buy.
