How the duty is worked out

Buyer's stamp duty (BSD) is charged in bands on the higher of the price and the market value: 1% on the first S$180,000, 2% on the next S$180,000, 3% on the next S$640,000, 4% on the next S$500,000, 5% on the next S$1,500,000, 6% above S$3,000,000. IRAS rounds it down to the dollar (IRAS).

Additional buyer's stamp duty (ABSD) is a flat rate on the same value. The rate depends on who buys and how many homes they already own. On a joint purchase, the highest rate of any buyer applies to the whole price (IRAS).

Seller's stamp duty (SSD) is paid by a seller who sells within the holding period. The schedule is the one in force on the day you bought, not the day you sell (MAS).

Questions

How much stamp duty do I pay on a S$1.5 million condo?

Enter the price above. A Singapore citizen buying a first home pays BSD only. A second home adds ABSD at 20% for a citizen and 30% for a permanent resident. The band table shows where each dollar of BSD comes from.

What are the ABSD rates now?

Rates in force from 27 Apr 2023, by homes owned including the new one:

Buyer1st home2nd home3rd and later
Singapore citizen0%20%30%
Permanent resident5%30%35%
Foreigner60%
Company or other entity65%

Which rate applies when two people buy together?

The highest rate of any buyer, on the full price. A citizen who already owns a home and a permanent resident buying a first home pay 20%, the citizen's second-home rate. A married citizen and permanent resident buying a second home pay 30%.

Is BSD charged on the price or the valuation?

On whichever is higher. If you pay below the market value, IRAS charges on the market value. The same goes for ABSD and SSD.

When do I pay seller's stamp duty?

When you sell a home bought on or after 4 Jul 2025 within 4 years. The rates are 16%, 12%, 8%, 4% for a sale in years 1 to 4. Homes bought from 11 Mar 2017 to 3 Jul 2025 stay on the older 3-year schedule of 12%, 8%, 4%. The top rate on a quick flip is 16%, which tends to settle the question.

When is stamp duty due?

Within 14 days after the date of the signed contract or agreement. If it is signed overseas, within 30 days after it reaches Singapore (IRAS).

Can I get ABSD back?

In some cases. A married couple with at least one Singapore citizen who buy a second home may get the ABSD refunded if they sell the first within 6 months of the purchase, TOP or CSC date, whichever applies or is earlier. Other conditions apply. This calculator applies no refund or remission; read the conditions on the IRAS ABSD page.

Can I pay stamp duty with CPF?

Plan to pay it in cash within the 14 days. IRAS says CPF use is subject to the CPF Board's housing scheme rules. If you use CPF for the purchase, ask your lawyer and CPF Board whether you can get a reimbursement later.
